Earthship: Powered by Sun, Cooled by Earth, and Watered by the Heavens.
Approximately 15 miles south of Wickenburg, Arizona is an eco-friendly home being built called an “earthship”. Earthships were developed by a man named Michael Reynolds from Taos, New Mexico. They were built and developed to work in harmony with nature rather than deplete its natural resources. Keeping this in mind, there are three basic systems that would need to be independent from most of the city’s amenaties: electricty, water/sewage, heating/cooling.
The first system I will discuss is the issue of heating and cooling your home because it ties directly into the construction of the home. The main component for building an earthship is recycled automobile tires. The tires are filled and compacted with dirt to make a steel-belted rubber encased brick. These recycled bricks are then stacked into retaining walls. These “tire walls” have proven to be incredibly resilient, durible, and invaluable for its thermal mass. So at this point you may be asking, “but how does the temperature stay regulated?”
Good question. The answer is two ways, the walls and passive solar heating/cooling. The walls have two basic functions: support for the roof, and provide thermal mass. The idea behind thermal mass is that the walls are massive enough to soak in the heat from the sun during the day and retain that heat all night. In addition to thermal mass, these earthships may be partially subterranean, utilizing the additional thermal mass, and it will be able to benefit from the Earth’s natural stable temperature. Also, the earthship is engineered to benefit from the Sun’s natural seasonal alignment. The southern wall in an earthship, which is usually nonstructural and made mostly of glass sheets allows for optimum solar exposure. This wall is also angled so that it is perpendicular to the winter sun. This allows for maximum heat exposure in the winter and minimum exposure in the summer, when heat is less desireable.
Now, on to what may be the most important feature of this home. How does it get its water? The answer is relatively easy. The concept for this home is that gallons on top of gallons of water pour from the sky every year and there should be a way to capture that water and use it a couple times and return it to the earth. This is exactly what happens. The water falls on to the roof of the home and is then collected through little slits on the roof. It is then sent to a tank where it is filtered and pressurized. The water is used the same as in the ways you would use it for a conventional home, bathing, cleaning, drinking, etc. However, once the water is used, it is recycled and used again. Even the water used with the toilet is recycled and reused for feeding the outdoor plants. There is also heated water in these homes. Water is heated by the sun and if it is not heated enough then natural gas heats the water the rest of the way. This is called “gas-on-demand” water heating. However, if rainfall isn’t very good, there is the possibilty of connecting to city water.
The last thing I’m going to discuss is another neccesity to a comfortable home. Electricty. But how is it possible to create electricty rather than consume it? The earthship gets its electricty from the sun and the wind. It uses photovoltaic panels to harvest energy from the sun (and we have plenty of that in Arizona) and convert it into a DC current which is then stored in car batteries. Then the earthship’s Power Organizing Module (POM) distributes the power from the batteries throughout the home. However, no electricity is used for heating and cooling.
This looks like it may be a new wave of the future coming into glimpse for real estate. I am actually very excited to see what is going to happen with these homes in the future and if they are going to start being built more and more.

Proposed annexations benefit Town, not property owners
(Partial excerpt from Letters to the Editor of The Wickenburg Sun)
Editor:
I am writing to express my thoughts on the two annexations proposed by the Town of Wickenburg. While my views, may be construed as the suggestions of an anti-Wickenburg position, that is not my intention. Rather, it is my intention to have a logical discussion regarding the relative merits of the two proposed annexations.
I have lived in the Wickenburg area for more than 38 years and believe it is the best place in the entire United States in which to live. I cannot, however, sit by without comment and watch an injustice be imposed upon the property owners living within the proposed areas of annexations without expressing my concerns.
I have a parcel of property in each of these two areas. While my situation may differ from some of the property owners, as both of mine are rental properties and will, immediately upon annexation, in addition to increased real property taxes, be taxed by an additional 1.7 percent of the income they generate. With that exception, however, I believe that we are all in the same boat, one which is listing toward the town and away from the property owners.
The town will benefit from the annexations by deriving a substantial amount of money from each owner by an increased real property tax, while the property owners are realizing few, if any, benefits. It is my belief that the town cannot, at any time in the foreseeable future, provide water, sewer, nor paved roadways to any portion of these areas.
It is a disservice to the property owners to request that their properties be annexed without being able to provide these services or having a sound plan for providing them in the near future.
I will not vote in favor of either annexation without receiving consideration from the Town of Wickenburg, nor could I encourage others to do so.

Those against annexation getting ‘something for nothing’
With the Town of Wickenburg’s relative recent push to annex surrounding property has come a great many letters to the editor against said annexation. These “nay-sayers” cite many reasons for not wanting to be included in the town’s limits.
It is generally understood that the Town of Wickenburg will not have the financial ability to provide water, sewer or paved roads anytime soon, and the most common protest runs along the lines of “higher taxes with no added services.” Said in other words, these protesters feel that they will be taxed for no purpose, that they will receive nothing for the additional money out of their pockets. The “What’s in it for me?” question hasn’t been answered to their liking, and they, understandably, don’t want to pay money and see no return.
These people lose sight of something important. They lose sight of the fact that they are currently getting something for nothing.
People in the unincorporated areas surrounding Wickenburg, who frequently call Wickenburg “home,” are not paying town property taxes. They are not paying the 1.7 percent rental tax on their rentals. However, they are benefiting from the proximity of Wickenburg, and all it has to offer.
They are using the library, the parks, the post office. For that matter, they are frequently shopping at the grocery stores, the hardware stores, driving on the roadways, sending their children to the schools. If Wickenburg weren’t here – including its previous annexations – there would be no handy grocery stores, schools and such. People in the unincorporated areas might have to drive to Surprise for such services. The very people who do not to belong to the town are benefitting from it daily – and not paying for the privilege.
These people, when they have guests come to visit, often take the out-of-town visitors to the Desert Caballeros Museum. They show them the clean streets and the pretty landscaping around town. They may visit the Saguaro Theatre or the Del Webb Center for the Performing Arts. Perhaps they golf at the Country Club. Wickenburg is “home.” It is a town they are proud of and pleased to show off. It is, as some have said, “The best place in the entire United States in which to live.”
But they want it all for nothing.
Frankly, that is a very human trait and one to which we all can relate. Something for nothing is a bargain deal. Everyone loves a bargain. But at what price?
If Wickenburg fails to expand its borders sufficiently, other cities in the greater Phoenix area have no such qualms. It is widely known that Buckeye is on this community’s back doorstep, eying the Vulture Mine area – including the peak. Surprise is actively moving through Wittmann, Circle City and Morristown with its eye focused on the junction of highways 74 and 60. Peoria and Phoenix city limit signs can be seen on Highway 74 as one drives toward Interstate 17, and they too are actively annexing. If Wickenburg does not protect its borders and expand them, it will end up in a tiny community surrounded by big cities – cities that have a much different definition of “high-density housing” than Wickenburg does.
So, to use a phrase spoken by one of our council members recently, pony-up folks! Step up to the table and do the right thing. Help pay for the town you love. Perhaps the paved roads and sewers may take years to get to you. Remember you’re already enjoying – for free – a quality of life that is unique to Wickenburg. Participate and help protest in the town in which you take pride. Safeguard the lifestyle you love. Be a part of Wickenburg.

Wickenburg, Arizona Annexation Issues:
The hot topic around Wickenburg these days has been the annexation of surrounding land and/or surrounding communities. Many people are skeptical or reluctant to start “swallowing land” like the neighboring city of Surprise. However, the benefits of annexation may far outweigh any negative aspects. The following text will hopefully clear up some questions you have regarding the Wickenburg annexation.
You may be asking yourself, “Well, what is annexation?” Annexation defined is a process by which a city or town may assume responsibility for an unincorporated territory adjacent to its boundaries. It is a democratic process that requires consent of property owners, according to Arizona Revised Statute 9-471. Signatures of more than 50% of the property owners and owners of and more than 50% of assessed valuation in the area are required by State law. If the required signatures are gathered, the Mayor and Council will vote to adopt an ordinance officially annexing the area into the town. Unfortunately, being incorporated into the town will increase your property taxes. Utilities including electricity, gas, and water are subject to a 1.7% Transaction Privilege Tax (TPT or Sales Tax). For example, a $150 monthly electric bill from APS would include an additional $2.25. The tax on water would not apply if you are using your own well for water, and there is no utility tax on sewer or septic service. The Rural Fire District Tax will be lifted as soon as possible after the annexation is completed. Despite raising taxes for incorporated areas, Wickenburg stands to make no money if not take a loss from annexing residential property. Money is made from annexing commercial property and collecting sales tax.
Some changes to your property may be mandatory if you are annexed into the Town of Wickenburg. One of these changes may be your physical address. The unincorporated areas of the country use a five digit address system whereas if you are annexed, your numerical address will change to a four digit or less system. Another change you will need to be prepared to make is with your domestic water well. In future years if a water line is run adjacent to your property, you will be required to connect to it. Even if you are required to connect to a water line, you will still be able to use your existing well for non-domestic purposes such as outside watering and irrigation. The same situation applies to your existing septic system as well. You will be able to keep your septic system; however, if in the future a sewer line becomes readily available to your property, you will be required to connect, provided the cost to connect does not exceed 4 times the cost of an alternative system. It is expected that sewer lines will not be available for a vast majority of the areas proposed for annexation for many years. The town recently implemented over $4 million in sewer plant improvements, substantially increasing its capacity. Another possible change that may be considered is the garbage hauling service you use. It will depend on the property location and access, but town garbage service costs about the same as private service. Despite the minor changes, it may be well worth it to make the changes and benefit from the services that Wickenburg provides.
Some of the benefits from being incorporated into the Town of Wickenburg include sewer, water, fire protection, police protection, road/streets, and a voice in your local government. The implementation of sewer lines will eliminate the need for septic systems and the maintenance that is involved with septic. New water lines will bring new fire hydrants to neighborhoods which in turn will make fire protection and response time more efficient. This also has a possibility of reducing your property insurance because property within 1000 ft. of the town’s water lines will have an ISO fire rating of 4 while areas farther than 1000 ft. are rated 8B. The lower rating allows you to have a lower property insurance cost. Police response time will also greatly increase in incorporated areas because you will be using Wickenburg Police Department instead of County Sheriffs. Since the nearest Maricopa County Sheriffs Office substation is located at Bell Rd. & Grand Ave. in Surprise, and Yavapai Sheriff’s Office is located in Yarnell, the County’s response time will typically be much longer than that of the Wickenburg Police Department. Another good thing about annexation is that the town has a Street Maintenance Program that is designed to improve the local roads. The opportunities for street improvements are greater in the town than in Maricopa or Yavapai counties. However, private streets will remain private with the owners being responsible for maintenance.
There is also the benefit of having a voice and participating in your local government. Unlike the much larger municipalities that are annexing toward Wickenburg, your voice is more likely to be heard by Wickenburg. Your chances of obtaining an appointed or elected position in Wickenburg are greater because we are a small community. You will be able to vote in town elections 29 days after living in an annexed area and you can run for town council or Mayor after you can document you have lived in the annexed area for at least one year. As you can see, there are many beneficial aspects of being incorporated into the Town of Wickenburg.
Furthermore, the Town of Wickenburg is currently setting up meetings with ranchers, property owners, BLM, and other stakeholders in order to address questions involving livestock, barbed wire fences, and shooting on BLM land. The goal is to work with all landowners and allow flexibility with these issues when appropriate. You may also be able to keep horses on your property if your property is currently horse property and you are annexed into Wickenburg. Horses are allowed within the Wickenburg town limits as long as you have at least 35,000 square feet of total property (81% of an acre) and 1,200 square feet of corral area per horse. You may also be concerned about what County ordinances/uses will be grandfathered with annexation. State law defines which pre-existing, legal, non-conforming uses can continue until the use is changed or expanded. This use “follows the land” so unless the property is substantially altered or abandoned by the owner, the legal use can continue. You must remember though, this only applies to legal uses.
Many people believe that acquiring more land and making Wickenburg grow will compromise their rural, small town lifestyle and bring major development to Wickenburg. However, the major reason the town wants to annex areas surrounding Wickenburg is that annexation is the only way for the town to have control over development and assist citizens who would like to protect the rural and western lifestyle for which the town is known worldwide. The Town of Wickenburg staff will work with property owners to make sure the rural environment is protected after annexation and will work hard to keep this community clean.
